North Carolina adopted the Consumer Choice and Investment Act as law in 2009. This bill, formerly HB 1180, removed outdated regulations which hindered consumer access to new services and technologies and modernized older laws to now allow the market to keep pace with the ever expanding variety of telecommunications options for consumers. This law will benefit the citizens of North Carolina by encouraging investment in further deployment and adoption of broadband and digital technologies. The new law also applies only to companies who choose to “opt in”, giving companies the choice to operate according to the rules that they believe will help them better serve consumers.
